Attached is the proposed community cat ordinance which amends the EBR Parish Charter to provide for community cats. This very simple proposal has been vetted by the Parish Attorney's Office.
This proposal will allow community cats to live in East Baton Rouge Parish without the threat of being picked up by ACC if they are TNVR'd (Trapped, Neutered, Vaccinated, and Returned) and are not a nuisance. Language has been drafted in Section 14:113(e) for nuisance situations because we recognize that some cats may become a nuisance.
This proposal defines a community cat as any free roaming cat that is not owned and that may be cared for by any person of the immediate area and may or may not be feral. Community cats shall be distinguished from other cats by being sterilized, vaccinated against rabies, and ear tipped. Qualified community cats shall be exempt from licensing, stray and at-large provisions of the ordinance, and requirement for being contained on their property.
If you are in support of this proposal, please contact your parish council person to express such support.
The most important words are: “My name is_________ and I am your constituent. I am in support of the community cat ordinance and would like to ask for your support when this proposal comes before the council.”
All council members have a legislative assistant you can leave a message with. Also, each council member has an email address if you do not wish to speak directly to them.
